1.1 Legal drivers
Climate Change Act and Carbon Budgets
- UK Government’s Climate Change Act 2008 binds the country to cutting Greenhouse Gas (GHG) emissions to 80% of 1990 levels by 2050. This is the most stringent GHG reduction legislation in the world.
- Amendment: 5th Carbon budget amends to 100% by 2050 (net zero)
- Amendment: 6th Carbon budget commits the UK to 78% reduction by 2035 and includes International Aviation & Shipping
- Ratified Paris Agreement
- UK government has declared a climate emergency
- The Nationally Determined Contribution (NDC) for UK and thus the budget does not include Imported emissions (the production of goods and services that the UK imports from other countries). The NDC estimates are done on territorial basis only(production based estimated within UK only). The CCC included the international aviation and shipping from 6th Carbon budget only.

The Companies (Directors’ Report) and Limited Liability Partnerships (Energy and Carbon Report) Regulations 2018 (“the 2018 Regulations”) implement the government’s policy on Streamlined Energy and Carbon Reporting (SECR).
Streamlined Energy and Carbon Reporting (SECR) legislation came into effect from 1st April 2019.
This requires all quoted companies, large businesses (as defined by the Companies Act) and large Limited Liability Partnerships to publicly report UK Energy and Carbon within their Directors report. SECR aims to align pre-existing initiatives such as the Energy Savings Opportunity Scheme (ESOS) and Mandatory Greenhouse Gas Reporting (MGHG).
